The child should not be more than 22 years of age. Also, he or she should be unmarried at the time of visa application. There should not be any Common-Law relationship. If the child has any mental / physical disability, the conditions for minimum age can be relaxed.
When you have a PR status in Canada, you can apply for a Family Visa on behalf of your parent / grandparent. Also, an important point in this context is the parent or grandparent can apply for PR status, too, and even work, following relevant guidelines of the Canadian government within a regulatory framework.
